Winchester, VA – Puerto Rico is still suffering from the effects of Hurricane Maria and Reuters reports that the hospitals in the U.S. territory are in dire condition, flooded, full of rubble and dependent upon diesel generators to keep power running. Armed guards are having to accompany fuel deliveries to the hospital because of the fear of looters. Because communication systems have been cut off, patients’ families cannot be reached, and coordinating evacuations is a serious challenge.  Dr. Ivan Gonzalez Can-cel’, a cardiovascular surgeon in San Juan is pleading for help on behalf of his people and has a recommendation for those who still remain. Makeshift medical units have been set up outdoors   in tents by a team from the U.S. Department of Health.
